Administrative Decision Policies
All faculty, principal and staff positions should be filled through
open recruitment methods either through Human Resources or through
Equal Opportunity Programs' (EOP) search procedures unless the unusual
or term nature of the position requires an administrative decision.
Administrative decisions are not used to employ persons on
a temporary basis but rather are warranted only by:
- Special emergency need;
- Change in organizational structure and/or position requirements;
- Interdepartmental promotion;
- And in rare cases, when the job requires such
unusual skills, training, or education, it could not be reasonably expected
that a person with such unique qualifications could be employed by open
recruitment.
Classification,
job description and salary range should be discussed with the Compensation
Department (7-7617) before the Request is submitted to EOP.
Complete Administrative Decision Request for Approval Form:
- Obtain a copy of the Administrative Decision Request Form for Approval from
the EOP office or the Human Resources offices in the hospitals. Using Adobe
Acrobat Reader, you can also view the Administrative
Decision Request Form in PDF format. The PDF format form is now interactive. You can use Adobe Acrobat Reader to fill in the form data before printing the form to send to EOP.
- Have the school/division affirmative action committee and/or the appropriate
unit/division/administrative official review the decision carefully.
- The University Health and Safety Questionnaire must be completed and attached with the form. The process cannot be completed without the Health and Safety Questionnaire.
Send Request for Approval and Documentation to Equal Opportunity
Programs.
Forms received in the EOP office after 3:00pm will be dated the next business day for processing.
- For non-Medical Affairs positions , forward the Request for Approval with
the position description and the application/resume of the proposed candidate
directly to the EOP office, Suite 5-271 1599 Clifton Building.
- For positions in the Medical Affairs area, forward the Request for
Approval (with position description and application/resume of the
proposed candidate) to your schools designated coordinator. The coordinator
will ensure that the paperwork has the appropriate signatures and documentation
before forwarding the package by courier to EOP.
- After review, EOP forwards the Request to the final approving authority
(or the departmental coordinator in the Medical Affairs area, who will
deliver the Request to the final approving authority in that area). The
final approving authority for staff and principal positions
is the Vice President for Human Resources. The final approving authority
for faculty is the Provost. The final approving authority for faculty in
the Health Affairs area is the Dean of that respective School.
- The final approving authority retains the signed original Request and provides
copies to the EOP office and the requesting official.
- Finally, the originating department should
submit a Hire Transfer Form (HTF) to
Employee Records.
