House Bill 1281 and Student Activity & Academic Center Membership Plan.
Posted: Friday, March 14, 2008 @ 07:30pm
----------------------------------------------------------------------------------------------------
On Tuesday, March 4, 2008 the Georgia House of Representatives passed House Bill 1281 “prohibiting a local government from imposing stricter outdoor watering restrictions than the state during a drought without permission from the Director of the Environmental Protection Division of Georgia (EPD of Georgia).”

This House Bill also “prohibits the Director of EPD of Georgia from restricting the use of water for public, private, or community swimming pools due solely to a drought and/or water shortages except in emergencies.”

The House Bill goes on to say “a local government could also apply to the Director of EPD of Georgia for an exemption from the state watering restrictions.”

This Bill will move on to the Georgia Senate, and if passed there, the Governor has the ability to sign it into law. The timeframe for this Bill moving to/from the Georgia Senate and Governor’s Office is not known. It is also not known if this bill is passed and signed into law if DeKalb County would apply for an exemption.

The Student Activity & Academic Center has learned through Commissioner Burrell Ellis’s office that DeKalb County has set a tentative Tuesday, April 1, 2008 date for the announcement of its future plans regarding the county’s current outdoor watering ban. Due to the timing of this announcement the Division of Campus Life, Residence Life & Housing, and the Student Activity & Academic Center are in the process of determining its course of action regarding the selling of its swim and summer memberships. Our administration will be taking into consideration every aspect of this situation including water conservation, energy conservation, official start date of our pools, and the best overall interests to you our patrons. It is our goal to announce our plans for the upcoming swim and summer season once DeKalb County has officially released its April 1st statement.

We thank you for your patience during this time period, and we hope to have an announcement to you on or shortly after Tuesday, April 1, 2008.

As we had announced back on Wednesday, February 6, Georgia Governor Sonny Perdue and the State of Georgia relaxed the water ban allowing swimming pools to open for the swim season of 2008.

What many of us were not aware of is the decision of opening a swimming pool lies with each individual county. Governor Perdue and the State of Georgia were simply making a recommendation to the counties to allow pools to open for the swim season of 2008. Provided is a link to an Atlanta Journal Constitution article explaining this situation. Please click here.

DeKalb County is still following the prior exemption which would not allow us to open a public or private pool in the county for the swim season of 2008. DeKalb County does not know when they will make a decision regarding this matter.

We ask that you please contact The DeKalb County Commissioners Office & our local legislators to help the efforts of the Student Activity & Academic Center and DeKalb County pools to open for the swim season of 2008.

At this time the Student Activity & Academic Center is tentatively planning on selling our swim and summer memberships beginning March 1, 2008.

Summer Extended & Summer Pool Season is a GO!

The Student Activity & Academic Center will begin selling swim and summer memberships on Saturday, March 1, 2008. The pool will officially open for business on Tuesday, April 1, 2008.

Georgia Governor Sonny Perdue announced today that the state of Georgia will relax water restrictions to allow the use of outdoor swimming pools this summer. This good news has come to the Student Activity & Academic Center and the state of Georgia amid the speculation of whether outdoor pools in the state of Georgia were going to open this summer.

State officials estimate there are 6,500 public swimming pools and 92,000 private swimming pools in the North Georgia and Atlanta Metro region. They understood the economical, environmental, and educational ramifications that would have taken place had there not been a swim season in the state of Georgia.

Summer Extended & Summer Pool Season Update

----------------------------------------------------------------------------------------------------
The Georgia Environmental Protection Division (GAEPD) has placed a ban on all outdoor swimming pools from being filled or topped off. This has been in place for several months. The GAEDP does have the authority to “exempt” outdoor pools from this restriction and the swimming pool industry is pushing for this exemption for the upcoming summer. There is a chance that the GAEPD may not grant the exemptions.

If the exemption is not put in place, there would be thousands of Atlanta children impacted. Learn to swim programs would not be able to take place and the result would impact safety with children around water. Summer swim leagues would not take place and thousands of young adults would not have lifeguarding jobs. Communities would lose their favorite place to socialize and gather for the summer. There are health issues related as well besides losing physical activity. Sitting swimming pools would become algae filled and become a breeding ground for mosquitoes. If the restriction is not lifted, most pools would still have to be maintained to offset this issue so why not just let us swim? A majority of swimming pools cannot be left drained without effects on the integrity of the structure of the swimming pool. There would be economic issues related to the swimming pool industry.

If pools do not receive exemption there is a possibility that water could be brought in to swimming pools by tanker trucks. This is not a cheap option but it is one that is already done in some locations.

The Student Activity & Academic Center pools are following all procedures with the current water ban. We will keep you informed of any developments and welcome your comments and suggestions. We are moving forward with our business operations and planning as if the pools will be open this summer.

We encourage you to contact your local legislator to help us with this effort to open our outdoor pools at www.legis.state.ga.us or Contact Dr. Carol Couch, Director, Environmental Protection Division Georgia Dept of Natural Resources at carol.couch@gaepd.org.
