There are significant restrictions
on where and how alcoholic beverages may be served at Clairmont, and
upon events where alcohol will be served.
I. General Guidelines
1. If alcohol is to be served
in a reservable space at Clairmont Campus, the sponsor of the event
must apply for permission 14 days in advance, using
the “Application for Permit to Serve Alcohol” including
a list of participants with names and ages.
2. Until the sponsor receives
written notification from the Director of Clairmont Campus or his/her
designee, the application to serve alcohol is NOT granted.
3. Persons serving or drinking
an alcoholic beverage must adhere to the laws governing Georgia and
DeKalb County. Legal drinking age in Georgia is 21.
4. The sponsor will assume responsibility
for ALL guests following existing University policies and state laws
regarding alcohol usage. All persons serving or drinking an alcoholic
beverage must be 21 years old.
5. Alcohol cannot be sold
on Clairmont Campus, as per Georgia statute 3-3-21. In addition,
fees may not be charged, nor tickets sold, for any event at which
alcohol is to be served.
6. Groups using Clairmont Campus
reservable spaces may be required to provide security if alcohol is
to be served. Security will be required at the discretion of the Director
of Clairmont Campus or his/her designee.
7. Beer and wine are the only
forms of alcohol permitted in Clairmont Campus reservable spaces.
8. No common containers (kegs,
punchbowls, etc.) are permitted.
9. No alcohol is permitted in
common areas. Common areas include but are not limited to hallways,
sidewalks, stairwells, elevators, lobbies, utilities and storage rooms,
common kitchens, grounds and building exteriors.
10. Groups using Clairmont Campus
reservable spaces may be required to provide a bartender selected by
the Director of Clairmont Campus or his/her designee for any event
where alcohol will be served. This will be required at the discretion
of the Director of Clairmont Campus or his/her designee.
II. Responsibilities of
the Sponsor
1. Sponsors shall sign the Clairmont
Campus alcohol permit and attend the approved event for its duration.
2. Sponsors shall assume responsibility
for damages, violations of the law or violations of university policies
resulting from a sanctioned event.
3. Sponsors shall cooperate fully
with Emory Police, Clairmont Campus staff, and other University officials
in maintaining order and in the investigation of disorders.
4. Sponsors shall be responsible
for publicizing the event in accordance with the advertising guidelines
outlined in Section III.
5. Sponsors shall be responsible
for appointing monitors and servers at least 14 days prior to the event,
providing them with a readily visible means of identification, and
ensuring they perform the duties listed in Sections IV and V for the
duration of the event. All monitors and servers must be 21 years of
age or older. Emory Police do not qualify as servers, but can be included
as a monitor provided they are not given a specific duty such as checking
I.D.'s, stamping hands or being stationed at a specific post.
6. There shall be one monitor
present for every 75 persons throughout the entire event, with a minimum
of one present at all times.
7. Sponsors shall purchase alternative
refreshments in reasonable amounts in accordance with the guidelines
listed in Section IV to encourage responsible drinking.
III. Advertising
1. No advertising or other publicity
for an event at which alcohol is served or consumed shall be distributed
or posted until AFTER the Clairmont Campus reservation has been confirmed.
2. There shall be no advertising
or other publicity for such events distributed off campus.
3. No advertising or other publicity
shall directly or indirectly indicate the availability of alcoholic
beverages, except to indicate age requirements for admission to the
event.
IV. Responsibilities of
Servers
1. Servers shall wear a readily
visible means of identification identifying them as such.
2. Alcoholic beverages will be
served only to persons 21 years or older, as indicated by their stamped
hand.
3. Alcoholic beverages may not
be served to individuals who appear to be intoxicated.
4. Servers shall be at least 21
years of age.
V. Responsibilities of Monitors
1. Monitors shall check ID's of
all participants at all entrances to the event.
2. Monitors shall identify all
participants by hand stamping.
3. Monitors shall refer all
violators immediately to the Clairmont Campus staff via the Community
Office

4. Monitors shall remain "on
duty" throughout the entire event.
5. Monitors shall not allow any
guest to bring alcoholic beverage into or out of the reservable space
in which the event is being held. Sponsors may deliver alcohol to the
reservable space prior to the event.
VI. Refreshment Guidelines
1. A reasonable amount of alcohol
is considered to be two servings per person. A serving is equivalent
to 12 oz. beer or 4 oz. wine. When completing the alcohol application,
the amount of alcohol should be described in ounces.
2. Food must be
served at events where alcohol will be served. Light food (such as
pretzels or chips) or a full meal constitutes acceptable
food.
3. An alternative, non-alcoholic
beverage, other than water, must be available in a visible and accessible
area (e.g. sodas, soft drinks, etc.).
4. For events at which a majority
of the attendees will be of legal drinking age, a minimum of 25% of
the total available beverage must be non-alcoholic.
5. For any event
where a majority of those attending will not be of legal drinking
age, equal amounts of alcoholic and non-alcoholic beverages
must be available.
VII. Sanctions
1. Noncompliance with any provision
of this policy shall be considered a serious violation of Clairmont
Campus regulations and shall subject the violating organization and/or
sponsor(s) to Conduct Council and/or loss of privileges to sponsor
events at Clairmont Campus. Noncompliance may also be reported to the
appropriate Department, School or Division.
2. Sanctions will be processed
in the following manner. The organization president/chairperson and/or
sponsor(s), advisor and the Office of Student Conduct or appropriate
Dean’s Office will be informed in writing of the allegations.
The Clairmont Campus staff will investigate the allegations and determine
if sanctions are warranted. The organization will be informed of the
decision in writing, within 14 days of the initial notification. The
organization may appeal the sanctions to the Director of Residence
Life. The appeal must be made in writing within 14 days after notification
of the sanctions.
3. University officials, including
Emory Police and the staff of Clairmont Campus, may order an event
terminated at any time. Termination of an event may occur in the case
of violations or other circumstances which, in their judgment, constitute
a threat to life or property, or creates substantial risk. Such a decision
shall be implemented immediately without any recourse to any intervening
appeal procedure. It is expected that such authority shall be exercised
only in extraordinary and emergency circumstances.
