Charlotte S. Johnson joined the Provost’s Office in July 1998. She directs the development and administration of the University’s unrestricted operating budget of $600 million and manages the University Budget Office. In addition she consults with academic and service units on budgetary and organizational needs including the allocation of space related to academic matters.
Johnson started her career at Emory in 1976. She has held a series of positions with a wide range of assignments and has had experience at the school level as well as in central administration. At the central level, her responsibilities have included operating and capital budget planning, implementation and review of budgets, investing operating cash, endowment reporting, developing fiscal and organizational policy recommendations for senior management, maintaining relationships with peer institutions, and participating in various university committees. As a member of the University’s Ways and Means Committee, she has been involved in many of the major decisions that have shaped Emory in the last decade.
School-level responsibilities have included operating budget development and management, capital budget management and oversight of a number of policy and systems' issues related to a new facility including space assignments, space management policy, records retention policy, a space scheduling system and the development of a logistical move plan.
Through the years at the central level, special projects have included developing the initial financial plan for the School of Public Health, developing the financial plan to phase out the Dental School, chairing the task force that evaluated the University cost allocation system, overseeing the initial development of a budget modeling process on the University mainframe and later the migration of this modeling system to a local area network environment. She was also involved in the development of the financial section of the University self-study for the Southern Association of Colleges and Schools.
Johnson received her undergraduate degree from the University of Central Florida in 1972. In addition to her undergraduate work, she completed the Management Development Program at the Goizueta Business School and was selected to represent Emory at the Harvard University Institute for Educational Management. Volunteer activities include serving on the Board of Directors for the Emory Federal Credit Union and participating in special and reaffirmation site visits for the Southern Association of College and Schools.
