Membership Guidelines

Faculty/Staff Members:
The Chair attempts to select about 10 members representing the faculty and staff to serve as general members at any one time. The Committee membership attempts to be representative of the different Schools on campus as well as academic departments; it has also been helpful to have a members from University administration. In addition to attending meetings, members serve as liaisons with individual sports teams.
Each member serves a three year term and may be reappointed.

Student Members:
There are four slots for student members:
Representative from men's and women's varsity athletics, recreation and club sports; and the SGA.

There are a large number of ex officio members to this committee:

Mission Statement

To represent the interests of the entire university community in providing advice and oversight for the athletic and recreation programs and facilities at Emory University. Recognizing the enormous demand for these programs and facilities at Emory University. Recognizing the enormous demand for these programs and facilities, the Committee will seek to balance competing needs so as to obtain the optimal use of our resources. The Committee will work with the Vice President for Campus life and Director of Athletics and Recreation to implement these policies. When appropriate, matters will be referred to the University Senate for further action. In all endeavors academic integrity and gender equity will be primary considerations. While the purview of the Committee will entail the broad athletic and recreational domain at Emory, many of its specific responsibilities can be enumerated under the following three classes:

  • A. Athletics:
    • Monitor Emory's participation in the UAA and NCAA, providing guidance on legislative initiatives.
    • Serve as a resource for resolving faculty/student-athlete concerns. Monitor conflicts between academics and athletics, especially noting the degree of class absences resulting from athletic participation.
    • Monitor gender equity issues.
    • Promote support of the Emory athletic teams.
    • Produce or review policy statements in areas such as drug use and conduct.
    • Prior to the creation or deletion of any athletic team, the Committee's recommendation will be solicited by the Vice President for Campus Life.
    • The Director of Athletics and Recreation shall inform the Chair of any violation of NCAA regulations. When appropriate the matter will be reviewed by the Committee.
    • Monitor and advise on admissions and financial aid issues.
  • B. Recreational Services:
    • Monitor and advise on policies for club and intramural sports.
    • Be sensitive to the needs and concerns of the general recreational user, increasing communication with the administration. The Committee will review policy changes and act as a sounding board, considering the interests of all constituencies.
  • C. Facilities:
    • Promote policies to optimize use of the Woodruff PE Center and playing fields by the Emory community.
    • Monitor maintenance of indoor and outdoor facilities.
    • Work with the administration in issues of procuring maintenance and new facilities.
    • Advise in the prioritization and purchase of equipment
  • Advise on the scheduling of outside events, monitoring their impingement on university activities.

Annual Report 1999-2000

The Athletics and Recreational Policy Committee will have met three times each semester during the 1999-2000 academic year. The Committee monitors a variety of issues pertaining to the athletics and recreation programs and facilities at Emory. Of particular interest to the Committee is the relationship between athletics and academics. While there was no one major item on the agenda, the Committee was involved in the following activities:

COMPLIANCE WITH TITLE IX

Nationwide litigation continues on a number of aspects of the interpretation of Title IX. Generally the discussions at Emory have been concerned with the gender ratio of undergraduate students to the gender ratio of student athletes. We are now in the second year of women's softball, and that brings us closer to proportionality. Given the swings in admissions ratios and the inclusion of Oxford in our totals, we are just at the edge of compliance (within 5% - See Appendix I) and will continue to monitor this balance. However, the addition of women's softball also had us look at another aspect of Title IX, equal facilities. We are supporting the Athletic Director Chuck Gordon and the women's softball coach, Penny Siqueiros, in reaching equality in facilities for women's softball to match men's baseball. The Committee will be meeting with Joe Moon from Oxford in May.

COMMUNICATION BETWEEN THE COMMITTEE AND COACHING STAFF

Generally, the relationship between athletics and academics at Emory is a positive one. Emory athletics maintains consistently high standards of academic achievement (see Appendix II)

In order to further improve communication between the Committee and coaching staff, this year we instituted a liaison program where members of the Committee served as liaisons with different coaches and their teams. This provided the Committee members an opportunity for greater involvement and understanding of Emory athletics, and provided the coaches with an additional layer of support.

FACILITIES

There are many ongoing facilities projects facing Athletics and Recreation, ranging from a roof lifting for the existing building, new athletic facilities at University Apartments and Emory West, to trails in Lullwater Park. The Committee has been an active supporter of all of these initiatives and looks forward to working with other University Senate Committees where appropriate on these initiatives.

SPIRIT AT EMORY

Spirit at Emory continues to a topic of discussion. The Committee supports all of the campus efforts to increase school spirit and has been pleased by the initiatives taken this year to increase attendance at Emory athletic events.

OTHER ITEMS

The Committee has been monitoring the turnover of Recreation and Facilities staff but has seen no noticeable problems. On a positive note, Mike DiLonardo, President, Varsity Athletes' Club has been actively involved in both the Committee and in getting improvements for athletes within the building and on campus.
