PARKING AND TRANSPORTATION COMMITTEE ANNUAL REPORT APRIL, 2003

The Parking and Transportation Committee met monthly during the months of September 2002 through April 2003 with the exception of January 2003.

The committee established its FY 2002-2003 committee goals as follows:
• Review of the University's Master Plan and it's impact on campus parking
• Review all shuttle stops to ensure they are accessible by the physically challenged.
• Review of traffic signals surrounding campus

We are pleased to report that the committee met all of its 2002-03 goals and has the following to report on each subject:

• Review of the University's Master Plan and it's impact on campus parking

Campus Planning and Construction presented us with an update of the University's Master Plan and the impact on parking. The plan revealed no parking space deficiencies until 2005 when the new Business School addition is built and
operational. The committee will be looking at ways to decrease this impact over the preceding years in hope of eliminating the deficiency prior to 2005.

• Review all shuttle stops to ensure they are accessible by the physically challenged.

In collaboration with the Office of Disability Services, the committee reviewed their
annual campus assessment report which reviews all building entrances, crosswalks and shuttles stops for access by the physically challenged. This review revealed
only one problem area. which is the shuttle stop across from the Goizueta Business School building. The committee will continue to work with the Office of Disability Services to ensure that this concern remains on the list until corrected. Campus Planning and Construction is also aware of this concern.


• Review of traffic signals surrounding campus

This was done as part of the master plan review. No new traffic signals are expected at this time.

PARKING and COMMUNITY SERVICE

Listed below are completed projects implemented by Parking and Community Services during this fiscal year:
• Moved to a two year parking permit process for the University.
• Replaced Community Services officer hand held ticket writing computers with a more information and net communications with the Parking Office. versatile hand held computer allowing for wireless connectivity for downloading ticket
• Created a linkage between Scan Net software and the Ticketrac program. .Resurfaced and restriped B. Jones parking lot. .Increased visitor parking in Lowergate deck.
• Installed security phones in Lowergate South and Fishburne decks. .Improved lighting in Peavine visitor lot. .Installed new card readers at all decks.
• Resurfaced and restriped Spice House parking area. .Resurfaced and striped the WHSCAB parking area .Yerkes deck opened.

ALTERNATIVE TRANSPORTATION

Accomplishments:
• Launched electronic reservation and management system for shared car program
• Increased frequency on Route C shuttle by 50%
• Shuttle system has its highest ridership ever in October, over 271,000. .Route C alone carries over 183,000 in October .Issued updated shuttle guide
• Awarded $100,000 University Rideshare grant to be used to encourage student
carpooling
• December 2002, Emory has access to CCTMA's outreach coordinator using CAC contact funds
• Awarded P2AD Governor's Award for Pollution Prevention Honorable Mention
• Continued Gold Level Status with the Clean Air Campaign
• Added 9 new CNG shuttle vehicles to the fleet, bringing total of CNG shuttles to 20
• Through CCTMA. leveraged highest discount available w /MARTA, 8%, saving over
$12,OOO/year.

Challenges:

• Vanpools continue to be slow and difficult to develop. However, new CAC outreach coordinator is focused on developing vanpools.
• Electric buses- third RFP has been successful, however contracting process with GRTA has been slow. Additional government funding for other alt fuel shuttles may not be available through GRTA
• CNG station-contract to build CNG station at shuttle depot continues to be delayed due to government bureaucracy. Occasional CNG fueling challenges have occurred when MARTA is not available.
• Shared cars- Ford no longer makes Thinks so a replacement vehicle will be hard to come by. Electric vehicles in general are no longer being manufactured. Management system has been slow to implement due to technical difficulties. Cars are still not at Peavine.
• Student carpooling- program is not yet implemented. Contract timing did not allow efforts to begin until school year began. Will try to promote and implement program in Fall ’03.
• ParaTransit- van has proven to be problematic. However, a replacement van with simpler ramp design and higher ground clearance has been ordered and expected to arrive by July ’03.
• Construction- various projects on campus continue to hinder the shuttle operation and can also require temporary relocation of carpool parking spaces. However, future projects are expected to improve the shuttle operation.
• Parking costs- Healthcare continues to heavily subsidize the cost of employee parking, especially for hospital employees.

PROGRAM STATUS

MARTA: An average of 1.000 monthly MARTA cards are distributed to Emory employees each month. Emory students purchased an average of 50 discounted MARTA cards

Rideshare (carpool/vanpool): There was an average of 462 employees ridesharing in 209 groups. 26 Emory employees participate in vanpools.

Bike/walk: 23 people have registered for this program on average each month.

Shuttle: An average 235, 000 people each month rode Emory’s shuttles between August and Februrary.

NEW COMMITTEE CHAIRPERSON

Lynn Magee of the Provost office has accepted the position of Chair of the Parking and Transportation Committee

Student representative Scott Kitner will service as the Committee’s Co-Chair.
