Committee Bylaws

The Carter Center Liaison Committee is a standing committee of the University Faculty Council. The Chair is the immediate Past Chair of the Council. Other members include the Carter Center's Director of Educational Programs and the Vice-Provost for International Affairs.

The Committee's charge is to administer the faculty liaison program in which Emory University faculty work with the Carter Center programs for a period of a year. Specifically, the Committee:

  • recruits faculty liaisons through a process of advertisement, distribution of applications, evaluation of applications, consultation with faculty deans to ensure administrative support for liaisons;
  • consults with liaisons presently involved in Carter Center programs;
  • coordinates meeting of liaisons to review and prepare report to the Faculty Council:
    • liaisons meet with the Committee in March;
    • Committee Chair reports to the Faculty Council at its final meeting in April.

Annual Report 1997-98

The Carter Center Liaison Committee is made up of Luke Johnson from the Faculty Council; Marion Creekmore, Vice-Provost of International Affairs; and Joyce Jones, Head of Academic Programs at The Carter Center.

Because the first cohort of liaisons took some time to work into The Carter Center programs, the committee decided to extend the terms of the liaisons to two years. This spring, a second group of liaisons has been recruited. The process has been slowed because of internal reorganization at The Carter Center. One good result of this has been the allocation of additional funds for the liaison program that will enable levels of participation and of initiative that were not previously possible.

At the time of this report, I can tell the Faculty Council that eight Emory faculty persons are in the process of being matched to programs in The Carter Center. As soon as that process is complete (a matter of days, it is hoped), and the respective deans signify their support for the individuals selected, the names of this second group of liaisons will be published in the Emory Report. A welcoming luncheon with President and Mrs. Carter is scheduled for October.

On behalf of the Committee, composed of Dr. Marion Creekmore, Dr. Joyce Jones and myself, I would like to present the following report.

The Carter center Faculty Liaisons program is completing its first year. The purpose of the program is to have Emory faculty members learn about Carter Center program operations, communicate what they have learned to their campus colleagues, and lend their expertise to the programs. Faculty liaisons are paired with specific Carter Center programs. Fifteen liaisons were selected in the Spring of 1996 to begin their appointments as liaisons in September of 1996. A list of the liaisons and the Carte Center Programs with which they have worked is appended.

The Committee convened a meeting with the Carter Center liaisons and the Carter Center program heads on December 17 at the Carter Center. Almost all liaisons and program heads attended. There was heterogeneity in the accomplishments to date of the liaisons, in part reflecting some uncertainty of the nature of the liaisons' roles in the programs (not surprising in the first year of operation of the program) and the absence of release time from regular faculty responsibilities to participate in the liaison program. At the December meeting there appeared to be a sincere desire by many liaisons to be more involved with the Carter Center programs than they had been, rather than less involved. A common theme of the discussion was that a one-year appointment seemed too short and that the liaison appointments should be for 2 years, not just 1. There was much additional discussion at the December meeting, some of it concerning the possibility of adding more structure to the liaison experience, funding opportunities for student involvement, and special needs of liaisons involved with international programs.

With this discussion in mind, the committee recommends that the liaison appointments be extended to 2 years, with staggering of terms for those programs having more than one liaison, The committee is polling program heads about their needs for new liaisons and which current liaisons will be held over. Many program heads have indicated that they wish to hold over their current liaisons and may need additional ones.

The Committee has scheduled another meeting with the liaisons and program heads for May 6. The purpose of the meeting is to evaluate the work of the liaisons and the program in its first year.

Faculty Council members are asked to canvas their constituencies to solicit applications for new Carter Center Faculty Liaisons. Prospective applicants should discuss plans with current liaisons and Carter Center program heads and forward applications to the Committee.
