"Under the Radar" Terrorists Present Highest Challenge, Says Emory's Taulbee

Perhaps the most important question raised by the attacks on London of 7/21 is, "Were the latest incidents copy cat or follow up?" says Emory terrorism expert Larry Taulbee, noting that the 7/21 attacks parallel those of 7/7 in terms of tactics, targets and materials.

"If copy cat, the task of an investigative force already stretched to the limit by the first incident has become infinitely more complex," says Taulbee. "Either way, the second incident has an 'in your face' quality. Despite heightened security, those who carried out the second operation still were 'under the radar.'"

Tracking down "under the radar" terrorists, such as those possibly responsible for the first bombing, presents law enforcement with perhaps its greatest challenge, says Taulbee.

Britain Likely to Stay the Course, says Emory's Reiter

Emory University political scientist Dan Reiter says Britons have a long history of refusing to give in to foreign attacks, and will likely stay the course with the United States in the war on terror. "From the German bombings of World War II to the IRA (Irish Republican Army) attacks, they've learned that you never back down in the face of terrorists. Most British would see it as caving in," he says.

Reiter's specialties include international conflict, foreign policy decision-making, national security policy and international alliances. His current research interests include war termination, the Bush Doctrine, nonproliferation policy, and the connections between domestic politics and international conflict.
