Role of Feds, States Debated at Emory Law School's Thrower Symposium

Federalism and its interaction with environmental regulation, educational policymaking and religion will be among the major issues debated by legal experts at Emory Law School's 25th Annual Randolph W. Thrower Symposium Thursday, Feb. 16. Titled "Interactive Federalism: Filling the Gaps?" the event will be held from 8 a.m. to 4:45 p.m. at the law school, 1301 Clifton Rd.

Symposium speakers will explore federalism and its interaction with substantive law in four 90-minute sessions on: "Environmental Federalism," "Federalism and Faith," "No Child Left Behind: Coercive Conditional Spending Threats" and "Interactive Federalism," a closing discussion of recent court cases dealing with the conflict between state and federal power.

Featured speakers include University of Arizona law professor Kirsten H. Engel, who will lead a panel on environmental federalism and its impact on state and local efforts to address global warming; and Cornell law professor Michael R. Heise, who will head a panel on the "No Child Left Behind" program and its federalism implications for education law. Ira "Chip" Lupu and Robert Tuttle, both of George Washington Law School, will lead the panel on federalism and faith. Moderators for the four sessions will be members of the Emory Law School faculty.

The Thrower Symposium is part of an endowed lecture series sponsored by the Thrower family and is hosted by the law school and the Emory Law Journal. The event is free and open to the public.
